Previous work, Phys. Plasmas 24,022502 (2017), examined mode conversion in the neighborhood of the mode conversion surface. It was shown that the mode conversion process was effective provided that the waves entered the the region with small and decreasing perpendicular wave number and the appropriate parallel wave number. In the transition to the mode conversion region and outside that region the plasma-wave interaction is well represented by the geometrical optics approximation. This work characterizes the rays which carry the incoming waves. It describes the dynamics of the perpendicular wave number and particularly considers the possible need for a uniformly small perpendicular wave number away from the mode conversion region. The plasma-wave interaction is characterized by the cold plasma model. Work supported by the USDOE Grant DE-FG02-86ER53233
